What changed in 2025

For years, WhatsApp billed businesses per conversation: one charge opened a 24-hour window in which you could send as many messages as you liked. On 1 July 2025, Meta switched to per-message pricing. Now each pre-approved template message you send is charged individually, and only when it is actually delivered.

If you read an older guide that still talks about "per-conversation" pricing, it is out of date. The shift matters because every broadcast that lands now has a direct, countable cost, which makes targeting and list hygiene more important than ever.

Exact per-message rates vary by category and by the recipient's country code, and Meta updates them on its rate card. But here is the shape of a typical month for an SME, so you can budget:
