Why Your WhatsApp Broadcast Only Reached 40 People

1. They have not saved your number
This is the one. A WhatsApp broadcast list only delivers to recipients who have saved your number as a contact. If they have not, the message is not delivered, not queued, and not reported. It simply does not arrive, and your screen shows no sign of it.
Now think about your own customers. How many of the shops you have bought from have you actually saved? A hardware store in Industrial Area, a boutique you ordered a dress from, a garage that serviced your car once. Almost nobody saves those numbers. So a list of 500 customers reaching 40 people is not a bug. It is the rule working exactly as designed.

2. The 256 ceiling
A broadcast list holds a maximum of 256 recipients. Businesses get around it by building four or five lists and sending the same message to each in turn, which means more work, a real chance of missing a list or sending twice, and still no reporting at the end. And the saved-number rule applies to every one of those lists anyway.
3. Groups are not the answer either
The common workaround is a WhatsApp group, which does reach everyone. It also lets your customers see each other's numbers, message each other, argue publicly under your brand, and leave in a way everyone can see. Adding people to a group without asking is also a good way to collect spam reports. It solves reach by creating four worse problems.

4. Your daily sending limit
Every number on the official API sits in a tier that caps how many unique customers you can start conversations with in a rolling 24 hours. New numbers start low deliberately, and move up as they build a record of sending that customers do not complain about.
If your campaign stops partway through, or a portion of contacts is queued for the next day, this is usually why. It is not a fault, it is a probation period. See sending limits for how the tiers work.
5. Quality rating throttling
Meta rates every number green, yellow or red based on how people react to your messages. A rating that slips does not just sit there as a warning. It reduces how many people you can reach, and can pause your sending entirely.
The signature of this one is a campaign that reached far fewer people than the last identical campaign did, with nothing else changed. Check your quality rating first. If it has moved to yellow or red, reach is the symptom and audience is the disease.
6. Messages that were sent but never delivered
Some portion of any list never receives the message: numbers that are invalid or mistyped, numbers not registered on WhatsApp, handsets that were offline, and people who have blocked you. You are not charged for these, so the direct cost is nothing, but a gap that is large or growing is telling you the list needs cleaning.

What actually fixes it

- Send only to contacts who opted in, so blocks and reports stay rare.
- Segment, so each message suits the people receiving it.
- Keep frequency sensible, one to two promotional messages a week at most.
- Clean out contacts who have not engaged in months.
- Watch the quality rating as closely as you watch revenue, because it governs your reach.

Limits rise for numbers that send well. There is no shortcut, and the businesses looking for one are the ones who end up on the wrong side of a ban.
