You move up by sending consistently and keeping a healthy quality rating. Completing Meta's business verification helps unlock higher limits faster.

Meta also limits how many marketing template messages one person can receive across all businesses in a 24-hour window, so space out and target your sends.

Speed is a separate limit. The tiers above cap how many people you can reach in a day. WhatsApp also caps how fast messages leave, at 80 per second by default and up to 1,000 per second on the unlimited tier. Large campaigns are paced automatically to stay under it, which is why a big broadcast takes some minutes to finish rather than landing all at once.
